Update: The bill to break two million solar contracts was rammed through the State Assembly, is now pending before the State Senate, and could be voted on as early as next week. The bill, AB 942, is authored by former SoCal Edison executive, Assemblymember Lisa Calderon. It would affect ALL solar consumers who signed up for solar before April 2023 (NEM1 and NEM2).

Rooftop solar contracts guarantee 20 years on the solar program, regardless of whether or not the home is sold. Consumers invested in solar trusting that the state would honor its contract. 

AB 942 would break this contract and cause many solar users to lose tens of thousands of dollars if they sell their home. This is especially the case for people who took out long term leases or loans to pay for their solar.

Breaking these solar contracts would be bad for all ratepayers because rooftop solar helps to lower the cost of the electricity grid. When people buy less electricity from the utilities, the utilities don’t have to spend as much on poles and wires.

Lawmakers should stop this attack on everyday people and instead take on the real reason why rates are so high: utilities’ out of control spending and profits.
